During the Powerhouse era, most of Cartoon Network's shows used commercial bumpers, animated by Primal Screen, that depicted typical gags and scenes from the shows, underscored by a remix of the show's theme music set to "Powerhouse". Commonly, items from said skits would turn black and/or white, forming a checkerboard pattern on the screen. However, outside USA, shows that air in different countries reuse the same animations other than using their own. The backgrounds for the bumpers were given color schemes to fit with the time of the day the shows aired: shows that aired on weekday mornings had bumpers with yellow backgrounds, shows that aired on weekday afternoons had green bumpers, shows airing on weekday evenings as well as on weekends had blue bumpers, and shows that aired during the midnight hours had black backgrounds (early on, these bumpers were red, but were changed afterward because older TV sets could not display red backgrounds very well). Action cartoons (outside of Toonami) typically used bumpers with purple backgrounds.

By the end of 2002, as Cartoon Network began to shift its focus more and more towards its original programming, the Powerhouse bumpers gradually started becoming less frequently used, with certain shows only airing in programming blocks that used their own bumpers. The black midnight-hour bumpers, in particular, became discontinued when Adult Swim was expanded from being shown on Sundays and Thursday weeknights to all weeknights (with the exception of Fridays and Saturdays) from Sunday-Thursday (from 11:00pm to 2:00pm) in 2003. Some of the newer shows notably never even had their own Powerhouse-styled bumpers (such as when Hamtaro used their own bumpers unlike other Powerhouse bumpers instead of the ones as the Powerhouse bumpers in October 2002, when The Grim Adventures of Billy & Mandy and Evil Con Carne split on June 8, 2003, some shows premiered in 2003-2004 like Teen Titans, Baby Looney Tunes and Duck Dodgers). Additionally, in 2003 and 2004, for the Powerhouse-styled bumpers that were still being used, the "Powerhouse" remixes were inexplicably dropped, replaced with background music from the shows themselves. Also, prior to 2003, some shows had multiple patterns of bumpers, which were cut down to one pattern afterward. In addition, the majority of the bumpers seen from 2003 to 2004 only had the blue and purple backgrounds, as the green, yellow, and dark blue bumpers were long gone by the beginning of 2003 (with the strange exceptions of the "Coming Up Next" bumpers until May 2003). These bumpers were discarded entirely when the network switched to its "City" branding, immediately after Adult Swim signed out at 5:00 AM EST, and reruns of Time Squad and Captain Planet that aired on June 14, 2004.

In Latin America, the word "Next" was translated as "En Instantes" in Spanish (for Mexico, Argentina/Uruguay, Chile/Peru, Colombia/Venezuela/Central America) and "Daqui A Pouco" in Portuguese (for Brazil). Some programming blocks, such as Cartoon Network's Cartoon Theatre, Boomerang, The Cartoon Cartoon Show and Cartoon Cartoons: The Top 5, are which bumper is used are random like normal programs.
