I think that they mean that most young girls like live-action sitcoms more than animated shows, so, I think that HBO Max's Kids and Family unit are trying to be like Disney Channel and compete with them. I mean, they got the creator of Raven's Home creating a show for them. (Rome Sweet Rome)

They got several animated shows that have girl protagonists in them: Jade Armor, Gross Girls, Invincible Fight Girl in the making.

So, Cartoon Network shouldn't have said this in the beginning if they wanted this.
